David Thompson & Cedar Creek Power

Project Summary:

Remote Structures Inc. proposed two small run-of-river hydro-electric projects in the East Kootenays in response to BC Hydro's Fiscal 2006 Open Call for Power.  With peak generating capacity of approximately 8.0 MW and 3.4 MW respectively, the proposed David Thompson and Cedar Creek Power projects were designed to meet international “green” standards as well as “BC Clean” standards.  In February 2006, Remote Structures Inc. initiated a public consultation program to present and receive feedback on proposals for these projects.

Activities: Jack Stuempel and Associates designed and executed a public engagement/stakeholder relations program to raise community awareness of the project, and to solicit input and support while providing opportunity for further dialogue.  Key elements included:

• • Public consultation and communications strategy development

  • Development of presentations and displays

  • Public open house (including notification and advertising)

  • Media relations support

  • Issues management

Results: With significant exposure through the media and direct contact with stakeholder groups and individuals, a high level of awareness of the David Thompson and Cedar Creek Power projects was created in the Golden area.

Solicitation of public input resulted in substantial expressions of support, including formal endorsements from Golden Council, the local MLA, the Columbia Shuswap Regional District Area “A” Director, and Golden Area Initiatives, among others.  Potential issues of concern, such as environmental protection measures, had been identified and addressed in advance, and public feedback revealed no additional issues that would represent impediments to these projects.

A water license was issued for the Cedar Creek project in April 2009.
